McEvoy Apartments is a 1.13 acre site located at 280 McEvoy Street (APN 261-38-001, -004, -030, -047, -048 and -049), a couple blocks from Diridon Station, which has been nicknamed the “Grand Central Station of the West” for all the mass transit improvements that are planned for the area. The Guadalupe River bike path is located one block away, which will provide another car-free transportation alternative for residents. The property currently has a welding shop on-site but the owner is retiring and selling the property.
First Community Housing plans to build 365 units of multifamily housing for households earning up to 60% AMI. One of the two buildings will house 141 families with a mix of 1-BR, 2-BR, and 3-BR units. The other building will be geared for workforce housing with 224 studios. Two units will be reserved for on-site staff per building.
The project is anticipated to be completed in two phases with one building built in each phase. Similar to FCH’s 2nd Street Studios property, the buildings will be employing modular construction. The buildings will be 13-story building, with 11 stories of type-1 construction over 2 levels of concrete podium.
Common areas will include the Property Manager and Social Service Coordinator’s offices, a computer lab, open lounge/seating areas, centralized laundry, and a large outdoor space on the top of the podium and the roof. FCH is a recognized leader in creating green, affordable housing and like FCH’s other new construction projects, McEvoy Apartments will be designed to target a LEED Platinum certification. In addition to sustainable building strategies such as selecting healthy building materials, incorporating water and energy efficient measures, and providing each household with free Eco Passes, FCH will seek out innovative new technologies to showcase in this signature building.
First Community Housing made a General Plan Amendment request to change the site’s General Plan Land Use/Transportation Diagram land use designation from Mixed Use Commercial to Transit Residential. The current zoning is Industrial. FCH has submitted both zoning and general plan amendment applications to the City. Planning Commission recommended approval of the requested amendments on January 29, 2020, with anticipated City Council approval to follow shortly. Support for the project is strong across the board.
