Project Overview

First Community Housing (FCH), in partnership with the City of Santa Cruz and Santa Cruz Metropolitan Transit District (METRO), will be redeveloping a 2+ acre site owned by the City and METRO. The mixed-use transit-oriented project, named Pacific Station North, will be part of a larger redevelopment effort in downtown Santa Cruz, and will include a LEED Platinum, Net Zero Energy affordable housing development as well as 10,000 SF of ground floor retail, 9,000 SF of commercial office space, a 700 SF bicycle hub, 2,500 SF METRO station, and 22-bay METRO bus yard. 

Affordable Housing Project Details

The Pacific Station North multifamily housing development will be a 95-unit, 7-story mass timber building with a mix of 1-BR, 2-BR, and 3-BR units. Twenty-seven (27) units will be set aside for extremely low income (ELI) households, 2 units will be set aside as Manger’s units, and the remaining units 66 units will be restricted to very-low income individuals and families. 25 of the ELI units will be rented to families who are homeless or at risk of homelessness and 2 of the ELI units will be designated for families in the Housing Authority’s Family Unification Program (FUP). All 27 ELI units will come with Section 8 Project Based Vouchers so families will not be paying more than 30% of their income for housing. Twenty-nine (29) additional units will be set aside for households earning below 50% AMI and 37 units will be set aside for households earning below 60% AMI. 

 

Residential units will be located on floors 2-7, and the 7th floor will serve as the social “heart” of the building with amenity spaces such as a 6,000 SF outdoor roof deck space for residents, a 1,800 SF community room for gatherings, a central laundry facility, computer room, and music practice room. The rooftop space will have lounging/seating, a play zone for children, grills and sinks, and a community garden beds. 

 

Onsite resident service providers with dedicated offices will be available to help residents with activities such as applying for entitlements/benefits, finding employment, receiving job training, accessing affordable healthcare and insurance, and receiving legal and tax preparation assistance. Service providers will also organize on-site classes/trainings to increase life skills. Examples of classes include financial literacy, digital literacy, ESL, nutrition, food cultivation, food preparation, green cleaning, bicycle maintenance, and parenting.

 

Pacific Station North will be designed as a LEED Platinum certified, all-electric, net-zero building with a focus on helping residents optimize financial stability, health & well-being, and alternative transportation choices. Climate adaptive features have been incorporated throughout the project, including a tight building envelope with a high efficiency mechanical system and MERV 13+ filters, high efficiency glazing, battery backup for emergency power outages, a 720 kW PV array, energy efficient appliances and low flow plumbing fixtures, drought tolerant landscaping, and on site stormwater retention. To encourage bicycle and transit use, residents will have access to a large, secured bicycle storage room and will receive free annual METRO bus passes.
